No.  Remember that the other driver's insurance company wants to close your case as soon as possible for as little money as possible.  You don't know the law that applies to car accidents but the insurance company does.  You may inadvertently make a statement that comes back to haunt you later.  If you were seriously hurt and needed ongoing treatment from a doctor then you should talk to a lawyer before ever making a statement to an insurance company.
